This article investigates how in the early 1970s the constitutional governments of the Southern Cone adopted a series of emergency laws, before the coups in Uruguay, Chile, and Argentina, paving the way for authoritarianism. On the one hand, it studies how this authoritarianism is deeply rooted. On the other hand, it questions how it is built in times of constitutional governments. At the same time, it puts forward a series of hypotheses on the social and political target of these measures on the eve of the coups.
