Interactions between State and Civil Society in the making of FEAPER and Rio Grande do Sul’s Peasant Program
Abstract
In the context of relational approaches that analyse interactions between State and civil society and of discussions on creation and change in public policies, the article analyses the reformulation of the State Fund for Supporting Small Rural Properties (FEAPER) (2011) and the creation of the Peasant Program by the government of the state of Rio Grande do Sul. The analysis relies on the multiple streams model and on the advocacy coalition approach, with network perspective as the background, understanding such approaches as promising to analyse the differentiated relationship pattern between State and social movements observed in the (re)formulation of the policies in focus. It also uses the ideas of state permeability and institutional transit, evidencing its proximity to the notions of policy entrepreneurs and policy brokers, associated with some of the analysed actors. It is evaluated that the used frameworks present promising theoretical interfaces to analyse processes of agenda setting and creation of public policies.
