The article outlines research findings on developing principles and procedures for constructing a reading comprehension exercise system for 4th grade students. This exercise system supplements and enhances the teaching - learning of reading skills, fostering living capital, cultivating literary appreciation ability, love for nature and people for students. From the established process, the report also provides some sample exercises for elementary teachers to customize according to their specific needs, application activities, and targeted students.
