Abstract

The constitution is The basis upon which state institutions are based, and it determines The aspects of conduct for which Those responsible for it are not permitted to deviate. From, and accordingly the the convicts have a guarantee that the constitution is based on democratic legitimacy, and that the provisions of the constitution are constitutional rules that are applicable, but this does not prevent amending some texts in line with the development of political, social and economic realities as well as preserving the unity and continuity of the state in accordance with the new directions.
