About Innovative Component of Input and Output in Russian Industry

The value indicators of technological innovation at Russian enterprises, developed on the basis of the Oslo Manual, have been monitored for several decades. At the same time, it has not yet been possible to develop a common understanding of what processes and phenomena they measure, what is the error of such measurements and what meaningful conclusions can be formulated on the basis of these measurements. The article discusses the prevailing methodological approaches devoted to Russia’s industry innovative activity estimation. We also substantiate an alternative approach towards Russia’s industry innovative activity estimation, based on the comparison of «Information on innovative activity of organization» and ‘Information on financial condition of organization’ statistical forms. Due to that approach we highlight the periods of crisis, recovery and stagnation of the innovation sector development during 2006–2016. Also, we recalculate input and output technological innovations indicators in constant prices. Next, we estimates economic weight of the innovative component in the country’s industry, based on value indicators.
