Innovative Attractiveness of the Regions of the Ural Federal District: A Comparative Analysis

The purpose of this study is to determine the innovative attractiveness of three subjects of the Russian Federation that are part of the Ural Federal District: Sverdlovsk Region, Kurgan Region, Khanty-Mansiysk Autonomous Okrug - Yugra. The theories of innovative, sustainable and spatial development of meso-level economic entities, the concepts of innovative and strategic management serve as a theoretical and methodological basis for the research. Special methods are used: semantic content analysis, Delphi method, statistical, graphical and matrix methods. Data of the Federal State Statistics Service, other Russian federal ministries and departments, various analytical agencies and information portals, regulatory legal acts and information from the official websites of state authorities of the subjects of the Russian Federation are used as an empirical base. In the course of the study the following results of theoretical and practical significance are obtained. The analysis of regional strategic documents in the field of sustainable development and innovation support is carried out, on these grounds the guidelines of strategic goalsetting, competitive advantages and the main problem areas of sustainable innovative development of the regions are identified. The nature of the sustainable development policy in the studied subjects of the Russian Federation is determined from the perspective of implementing innovations to ensure environmental sustainability. The method of multiparametric assessment of the human capital of the regions is presented and applied, which made it possible to compile a summary matrix for making managerial decisions regarding the strategy of human capital development in the regions under consideration. Based on the author's methodology, an integral assessment of the innovation and entrepreneurial potential of the regions is obtained, including the characteristics of their intellectual, human resources, innovation and investment, information technology, regulatory legal and industry potentials. Specific recommendations are given for each of the three regions in order to ensure their sustainable innovative development and increase their innovation attractiveness.
