Problems of managing the subsystems of sea transport on the criteria of its complex

The normalization of the state of maritime transport potential under conditions of constant quantitative and structural changes is predetermined by the need to solve constantly complicated different tasks. New decisions should take into account the constancy of changes in the technical and economic level of the new transport fleet and terminals of seaports including not only the system in general, but also its split state in a state of subsystems of a certain organization. The optimality of the pace of development of maritime transport is predetermined by the nature of the assessment by operators who foresee and declare about the upcoming pattern of the formation of freight traffic, which helps to know the approximate condition of the pattern’s state in a near future. The transport industry in its development actually cannot purely realize the business positions. This is limited by the priority of the patterns of efficient maintenance of cargo traffic and the presence of rigid external restrictions. Analogously, the administrative approaches of solving current economic tasks are formed, which is deemed to be an especial characteristic of strengthening regulatory and tariff solutions for the passage of the Bosphorus for the vessels of the merchant fleet. The combination of sea transport subsystems must have accurate and proper management both at the global level and within the enterprise. The complexity of the proper management of the complex of maritime subsystems is caused by many different factors, the most of which are connected to differentials between companies, as well as the different types of transportations and fleet structures which are both, connected to each other and being different as the own origins of their activities. As an important feature, it should be borne in mind that the objective and subjective factors complicating the economic position of shipping companies determine the tasks of optimizing the adoption of relevant management decisions.
