Military mobilization activities on the territory of Penza region in 1941–1942
Abstract
Background. The relevance of the topic is explained by the need to further study the regional specifics of the mobilization campaigns at the initial stage of the Great Patriot-ic War. The analysis of the historiography of the issue demonstrates the existence of signif-icant gaps in scientific research on this issue. The purpose of the study is to analyze the changes that have occurred in the content, forms and methods of activity of the state author-ities of Penza region in connection with the beginning of the Great Patriotic War. Materials and methods. The source base of the research is formed on the basis of documentary mate-rials of federal and regional archival institutions. Most of the archival documents used were introduced into scientific circulation for the first. The research methodology is based on the principles of science, objectivity and historicism, as well as consistency in the consideration of events and phenomena. Results. In the course of the study, the transformations of the ac-tivities of state authorities and management of Penza region caused by the extraordinary conditions of wartime were identified and described. Conclusions. The beginning of the Great Patriotic War determined significant changes in the work of the party and state lead-ership of Penza region. In the emergency conditions of wartime, the priority tasks were to strengthen the defense capability of the country and the region. This required combining the efforts of all political, state and public structures, establishing new forms of coordination and interaction between them. The interdepartmental management system created at the re-gional level made it possible to successfully solve the tasks of a military mobilization na-ture set for the Penza region. The changes taking place at the regional level were a local re-flection of the all-Union processes.
