Abstract

Fukushima is the scene of not only a nuclear accident, but also of an institutional catastrophe of worldwide significance. The power structure responsible for the catastrophe constitutes various segments of Japan’s social, political and economic systems. Since March 2011, this power structure has been submitted to close and strict scrutiny. The resulting knowledge revealed by such scrutiny shows that current Japanese democratic institutions are incapable of controlling and managing the sovereign realms of technology and industry, necessitating new research that will lead to democratic reforms.
