Federation Council of the Federal Assembly of the Russian Federation: problems of institutionalization
Abstract
At the present stage, the increased interest in parliamentarism increases the demand for research aimed, including the identification and study of the specifics of the formation and functioning of parliamentary institutions. Interest in this problem is due to the changes taking place in the modern world under the influence of the processes of transition to the anthropogenic type of civilization, the center of which is the human personality. Therefore, the understanding of the problems associated with the participation of citizens in the management of society, causes an increased interest of researchers to the question of the relationship between man and political power. This problem is particularly relevant for transforming societies, which include modern Russia. Political institutions in such societies, due to the lack of experience of functioning and interaction in the new socio-political conditions, are unstable, which in turn generates a debate about what conditions and factors, political institutions and practices make the system democratic, influence the process of legitimization of political power. In other words, the issue of finding the optimal model of political power and its interaction with citizens is actualized and is at the center of political discourse. The article discusses the features and main problems of institutionalization of the Federation Council of the Federal Assembly of the Russian Federation. Attention is focused on the problems of legitimacy of the Federation Council, the need to change the order of formation, as well as the expansion of its powers. The hypothesis is put forward that after the elimination of existing problems, the upper house of Parliament can become a competent authority that can implement the principle of democracy in practice. Methodologically, this article is based on the theoretical developments of Russian researchers. The article is based on General philosophical and socio-humanitarian methods. The paper uses empirical data obtained from open sources.
