ESTADO, INTERESSES PRIVADOS E A PERMANÊNCIA DA CRISE DO "CENTRO HISTÓRICO": políticas de elitização e popularização nas áreas centrais de São Luís do Maranhão
Abstract
This paper approaches the causes of the Culture Public Policy failure to solve the central urban area crisis in the city of Sao Luis, Maranhão. To achieve this goal, this article reviews the public power ́s actions considering the urban areas and its ́ transformation relationships between the private interests of urban production and the state ́s proposals to solve its crisis, which is demaging it ́s historical central area, pointing out the contradiction between the proposals and the practice of public actions, which ends up encouraging the capitalist reproduction and accumulation and penalizing the local residents and workers. The municipal government fails to implement the ctiy ́s social role considering unused property - allowing owners to speculate with the real State recovery - and also allowing predatory business - which threatens the residential centers, creating a real urban chaos - the city’s architectural collection, considered nowadays as a Human Cultural Heritage is victimized being abandoned and adulterated, demonstrating the absolute contradiction between the public power ́s proposals and it ́s practice.
