Innovative mechanisms in public administration: foresight

Abstract

The­article­deals­with­the­theoretical­aspects­of­Forsythe­technology­as­an­innovative­mechanism­forforming­partnerships­between­public­authorities­and­business.­As­foreign­experience­shows,­the­implementationof­Forsyth­projects­allows­for­effective­interaction­between­these­most­influential­actors­in­political­andeconomic­life.­It­is­within­the­framework­of­Forsyte-projects­that­the­possibility­of­both­designing­the­goalsof­social­development­and­the­identification­of­ways­to­achieve­them­is­created.­Implementation­of­the­newestmechanisms­of­strategic­coordination­of­the­efforts­of­the­authorities­and­business­is­an­actual­topic­for­Ukrainein­the­conditions­of­the­structural­socio-political­and­socio-economic­crisis.­The­author­draws­attention­to­thepossibility­of­combining­the­efforts­of­various­sectors­of­society­within­the­framework­of­Forsyte­projects­atthe­regional­and­local­levels,­where­the­possibilities­of­cooperation­of­power­and­business­are­much­larger­thanat­the­national­level.­This­can­have­a­positive­effect­on­the­strategic­success­of­the­development­of­territoriesin­the­future,­while­ensuring­transparency­of­the­actions­of­both­the­authorities­and­business.­Meanwhile,­inUkraine,­Foresight­still­held­only­as­projects­for­forecasting­and­developing­scenarios­for­the­developmentof­the­country­and­certain­spheres­of­public­life.­There­is­very­little­potential­for­Forsyth­as­an­innovativemechanism­for­designing­the­future­and­for­interaction­between­government­and­business.­The­article­statesthat­in­Ukraine,­the­mutual­influence­of­public­authorities­and­business­in­the­implementation­of­Forsythes,in­the­context­of­the­weakness­of­civil­society,­is­one­of­the­main­factors­in­achieving­the­positive­goals­of­thefuture­in­the­economy,­in­public­policy,­and­in­the­social­and­humanitarian­sphere.­The­author­also­examinesthe­specific­mechanisms­and­methods­of­implementing­Forsythes­projects­used­in­technologically­advancedcountries­and­the­possibilities­of­their­application­in­Ukraine.
