POLÍTICA HABITACIONAL E O CAPITAL PRIVADO EM PRESIDENTE PRUDENTE-SP
Abstract
This article seeks the discussion of the implementation of social housing in medium- sized cities in Brazil in the 2000s decade, reflecting in the production of urban space. The emphasis is on the role of Local Government and its relationship with private enterprise for the production of low-income housing. It discusses the relationship between the urban and housing policies and the enterprises implementation by private initiative, its mechanisms and effects on the production of urban space, taking as study case projects financed by the Residential Leasing Program (PAR) of Caixa Econômica Federal, in the city of Presidente Prudente, located in the west of Sao Paulo state. In the case dealt, the lack of urban policy with clear guidelines for housing policy leads to a direct action of private capital, which contributes to the production of exclusive and segregated spaces.
