The process of regions entering a new stage in the transformation of society, the transition to a new level of technological and infrastructural development imposes new requirements for the conditions for the formation and use of human capital, and intensifies competition in the regional labor market. The article studies a topical problem of the regions – the assessment of the level and quality of human capital development in the context of the enormous influence of digital transformation and artificial intelligence. The main goal set by the authors is to assess the level of development of human capital in the regions of the Central Federal District in the context of digital transformation through an integral assessment coefficient, using a quantitative assessment, including an analysis of individual components of the formation of human capital. The study provides formulas to calculate the integral and generalizing coefficient of human capital development in the region as well as a number of specific indicators. All calculations are based on official data from the Federal State Statistics Service and statistical collections of digital economy indicators. The chosen system of aggregated indicators of human capital forms from the standpoint of digitalization made it possible to assess the regions of the Central Federal District and identify the leaders and outsiders among the regions in terms of the level of human capital development. The practical significance of the study lies in the possibility of focusing the regions of the Central Federal District on the results obtained in order to increase the level and quality of human capital and achieve target indicators. The scientific novelty of the research results lies in the instrumental support of the human capital development system in the region in the context of digital transformation.
