Theoretical and methodological principles of energy saving management at construction enterprises: concepts, trends, perspectives

The article analyzes the theoretical and methodological principles of energy saving management, reveals the fragmentation and dissimilarity of the opinions of scientists towards the concepts of energy saving and energy efficiency. Taking into account modern concepts of digital transformation and energy efficient controlling, we have clarified the definition of energy saving. The basis of the system of energy efficient infrastructure in construction is outlined, where three main elements are distinguished: the management and control body (Minregionbud, State Energy Efficiency), financial authority (Energy Efficiency Fund), public organizations (All-Ukrainian Union of Building Material Manufacturers, Academy of Building of Ukraine, Confederation of Builders) providing effective state support to this sector of the national economy. It is determined that energy saving in the building complex as an innovation process is connected with the long life cycle of the final building products of the enterprise, the specifics of accumulation of energy saving effect at the stage of exploitation, as well as with the large number of participants in the investment chain. Simultaneously, the research of energy saving management, as a new specific phenomenon of social life, allowed to identify and formulate a number of tendencies and contradictions of this phenomenon: energy saving is a byproduct of scientific and technological progress; energy producers are not interested in reducing energy costs; energy consumption is constantly increasing, active energy saving only constrains growth; the state energy policy is inconsistent and contradictory; economic criteria put higher energy barriers to an energy efficient project for businesses than to the projects of energy use increase.
