This article is an inquiry into the governance of science and technology. Try to clarify in the first instance, that in this new public policy approach raises the possibility for progress towards democracy scientific-technological, and suggests that this is necessary to recover from their background, commitment to the pursuit of equity and justice. Secondly it shows that current public policies regarding the production, distribution and use of scientific and technological knowledge there is a marked absence of fairness and equity for primacy that has gained a perspective on axiological character, where the technical values of efficiency, efficiency, applicability, competition, and innovation, characteristic of market models, are imposed as a criterion for assessing the usefulness of research results. And ultimately arises how changes in social referents owned research results, occurred after the war, have made private companies and governments of the countries, their interests precedence over purely economic purposes and political hegemony, against the achievement of welfare, as perceived in Colombia in the current public policy in relation to science, technology and innovation.
