The general administration makes contracts in order to carry out tasks. such contracts are subject to a legal system different from that regulating and governing ordinary individuals. Among the aspects of this difference is the power of administration in imposing penalties on the one contracting with it in case of violating the terms of contract. The contract may refrain from executing the contract wholly or partially and he may delay from executing it in the specified time . and he may execute in defectively therefore such penalties have been multiplied and varied . financial penalties , that is , compensation confiscating deposits , delaying fine.
