In this article we want to examine the characteristics of the dominant actors and the power configurations within decision-making processes of urban development projects (UDPs). Especially we like to indicate how local policy makers are involved in these complex processes and what their impact is within the urban governance networks concerning these far-reaching projects. A comparative and qualitative case study was carried out in the city of Kortrijk (Belgium). The decision-making of three UDPs was studied thoroughly. Interviewing key actors and analysing policy documents helped us to (re)construct the complex decision-making processes and to stipulate power components.
