Aspecte conceptuale și metodologice ale relației interes public–proces decizional în aria modernizării administrației publice. Cazul Republicii Moldova
Abstract
The article examines the conceptual and methodological aspects of the relation between public interest and decision-making process, in the field of public administration modernization. The main focus of the article is the case of the Republic of Moldova. The importance of the public interest, but also of the decision-making process in a modern administrative system, has been demonstrated over time, consolidating its significance and relevance, and, as a result, becoming a topical issue for public administration theorists and practitioners. This research was conducted on the basis of a complex methodology, analyzing and investigating the set of methods and techniques that demonstrate the organization and functioning of public authorities, including the methodology of the decision-making process in a public institution whose mission, according to legal provisions, and the legislation in force consists in the exact execution of the public interest. Functional analysis, documentary research, and the sociological method are the key methods that overview the value of the present study, due to which the research problem is examined in its complexity. This fact allowed the outline of the importance of the relation between the public interest and decision-making process and its impact on the modernization of the public administration in the Republic of Moldova.
