Innovation in universities: an analysis of the new legal framework
Abstract
The Innovation Law of 2004 (10,973 / 2004) did not develop innovation in Brazil due to some obstacles to be overcome, with the Legal Framework for Science, Technology and Innovation (13.243 / 2016) bureaucratizing the law of innovation and improving public-private partnership ( SICSÚ, SILVEIRA, 2016). This article aims to analyze the criticisms of the old Innovation Law and the main changes in the New Legal Framework. An analysis was carried out in articles that dealt with the old Law of Innovation, identified with the New Legal framework the main changes and interviewed managers of the Nuclei of Technological Innovation of three Federal Institutions of Higher Education of Rio Grande do Norte. The analyzed articles presented several flaws in Law 10,973 / 2004 and the interpretation of the New Legal Framework identified that some of these faults were supplied, but others still generate insecurities. And the uncertainty that the New Marco will intensify the innovation in Brazil was highlighted in the interview with the managers of the NITs interviewed.
