Functional and analytical maintenance of regional development processes managing
Abstract
The factors of influencing the quality of formation and progression of development of regions as components of ‘nature – society – man’ system are analyzed. Being the subject of development management, the region is considered as a systemic integrity of the activities carried out in the sphere of using its resource potential. It is examined in strategies and development plan parameters of processes passing in prescribed limits and subject to the necessary proportions and correlations of structure and performance. This motivates the creation of a special structure of process management in the administration system of the region, which will deal with the creation of conditions for the joint productive force of many actors in the region and their components. Types and content management features to build and support of sustainable, balanced development is outlined. Considered in the study task and management functions allow the development of present management space of the region and a consolidated with the set of businesses, government and the public. It is proposed among the analyzed indicators that illustrate the features of the future development of space of each region and its balance, to use the five groups of identified key indicators. The quality of developed management decisions and their implementation can be determined by values of an efficiency of resources use, in compliance with time on processes, characteristics and proportions of structural changes. To the range of indicators, it is proposed to add evaluation indicators include ratios of an actual and planned performance of flow processes, such as performance resource provision processes, consumption and reproduction, performance compliance processes and runtime efficiency results. The peculiarity of tasks and functions of the sustainability management of areas is to organize continuous monitoring and evaluation of the current state with predicting the future of the state of development, maintenance and support changes in processes in the system ‘nature – society – man’ and their focus on sustainable, balanced development.
