In this paper we examine the administrative legislation evolution related to animal welfare in Mexico. We particularly analyze the reform to General Law of Ecological Equilibrium and Environmental Protection published on January 24, 2017 which includes the guidelines of animal welfare the prohibition of dogfighting in all three government levels. We conclude that this reform is indispensable for the restructuration of animal rights in Mexico, as the current legislation and public policies have not had sufficiently effective to provide adequate animal protection in Mexico.
