Purpose: on the basis of studying texts of scientific articles, reviews, dissertations, Internet resources on secondary vocational education (SVE), to identify the main problems of its transformation at the federal, regional, departmental levels. Procedure and methods of research: more than 100 scientific sources were studied, qualitative analysis and quantitative analysis of scientific texts were used: traditional content analysis combined with semantic analysis using the original express methodology, based on the use of the author’s interpretation of the results of online programs of free access to the sites: Advego, Txt.ru, Istio.com, etc. The technique included semantic indicators of the text: volume, semantic core, density, semantic load, informativeness, harmony of the studied concept in those Kste. The indicators passed standardization, which allowed us to compare the socio-psychological aspects of solving the problems of transforming SVE at the federal, regional, departmental levels. The comparison was carried out through tabulating data after online word processing, deriving the average (m; δ) semantic indicators of texts, their standardization, and applying Student’s T-criterion. Results of the study: a socio-psychological analysis of the main problems of SVE is done. It included: the quality of graduates’ training; high dropout rate; the inertia of the development of tools that link the directions and specifics of training students and labor market demands; low image; and socio-psychological factors. The dominant factors of the transformation of SVE are identified. At the federal level, solving SVE problems is a factor in the quality of graduate training, and the least significant is a socio-psychological factor. For regional open source software - a factor of inconsistency in the level of training in open source software and market requirements for a specialist. For departmental VSEs, the actual socio-psychological factor in terms of personality, group, team, educational environment, professional communication, socio-psychological climate, intergroup interaction, etc. The influence of dominant factors significantly differs by p ≤ 0.01 according to Student’'s T-criterion. Theoretical / practical significance: the presented model for diagnosing the ACT transformation process and the express method of semantic analysis can be used to monitor various aspects of the SVE transformation, further empirical socio-psychological studies.
