Object and purpose of research. This paper studies vessels with a specified operating area service R3. The purpose of this study is to regulate permissible operating restrictions to such vessels depending on characteristics of wind and wave conditions in various water areas, specified restriction by the permissible wave mode and possible distance from a place of refuge. Materials and methods. The study is based on the requirements of Rules of Russian Maritime Register of Shipping (RS), information on long-range wind and wave conditions in various sea areas promising for operation of R3 vessels. To justify permissible operational conditions for vessels of R3 class notation, operation safety levels for the considered vessels were compared with reference conditions for vessels of the closest class notation R3-RSN. Main results. Based on the results of the work performed, additions to the RS Rules regarding the assignment of permissible operational restrictions for R3 vessels, differentiated by different sea basins, are proposed. Conclusion. The results of the work will allow for the same level of reliability to assign acceptable navigation conditions for vessels of a limited navigation area R3, while maintaining confirmed operational experience.
