There is a hypothesis that one of the key components of regional development is the growth of innovation and technology clusters. The opinions of researchers on this issue differ on two opposite poles: some consider the creation of clusters in the economy to be effective and conducive to the development of the region, others prove the inefficiency of this concept. In this study, the author examines the essence of the cluster concept in 6 countries: the USA, France, Germany, China, Japan, and Russia. Studied the activities that are implemented by states to develop economic clusters in their regions. The assumption is made about the positive impact of the concept of innovation and technology clusters on the economy in view of the high positions of the countries in question on the global competitiveness index and the global innovation index.
