Theoretical aspects of the implementation of antimonopoly policy in the public management system

The author attempts to form a theoretical and methodological approach to assessing the effectiveness of antimonopoly policy. The article postulates that antimonopoly policy has aspects of state regulation and economic content. State regulation is implemented through the functionality of the Federal Antimonopoly Service. For thirty years, the antimonopoly policy has gone through four main stages and each transformation of the policy was associated with adaptation to changing economic conditions. Аntimonopoly policy aims to develop a competitive environment and this cannot be achieved without evaluating the effectiveness of the policy. Based on the official assessments of the FAS, Rosstat, as well as independent assessments of the World Bank, the author analyzes the relationship (dynamics and closeness of communication) between the performance indicators of the FAS and indicators-signs of competition. As a result of the analysis, indicators for evaluating the effectiveness of antimonopoly policy were identified, as well as signs of cyclical nature of such a policy were identified.
