Abstract: This research and development has two objectives, namely to produce teaching materials and test the effectiveness of teaching materials. The development model used is 4-D. The stages of 4-D development consist of (1) define (determination), (2) design (design), (3) development (development), (4) disseminate (dissemination). The results of validation tests conducted by instructional materials experts, learning experts, and practitioners stated that the teaching materials for writing procedure texts using the RAFT strategy are feasible to implement. The effective test results state that the data obtained from field tests are normally distributed, namely> 0.05. The significance obtained is 0,05. Signifikansi yang diperoleh <0,05. Hal tersebut berarti bahan ajar efektif digunakan dalam pembelajaran.
