Abstract
Pakistan faces significant water pollution issues, necessitating robust and efficient water regulations. This assessment reviews Pakistan's current water regulations, focusing on the organizational and legislative structures overseeing its water resources. Using qualitative analysis of government records, policy papers, and legislation, it evaluates the country's water management. Key regulations, such as the National Water Policy 2018, aim to ensure equitable water distribution, efficient utilization, and conflict reduction. However, challenges like bureaucratic inefficiency, lack of interdepartmental cooperation, and funding shortages hinder implementation. The assessment examines the role of laws, provincial water acts, and judiciary decisions in shaping water policies. It reviews the functions of important organizations like the Indus River System Authority (IRSA) and the Water and Power Development Authority (WAPDA). Despite comprehensive regulations, practical legislative and administrative hurdles reduce their effectiveness. Recommendations include improving intergovernmental collaboration, increasing water system investment, strengthening institutions, and encouraging community involvement to ensure sustainable and equitable water management in Pakistan.
