Measuring Accountability for Filling the Acting Regional Heads in Indonesia
Abstract
Before the regional head elections, the Minister of Home Affairs (Mendagri) appoints acting regional heads, sparking discussions about accountability. This study aims to analyze the development of regulations for appointing acting regional heads and their implications for accountability. The research, conducted as normative juridical research using secondary data, reveals two key findings. Firstly, there are three distinct aspects differing in the process of appointing acting regional heads: the reasons for filling the position, the criteria for becoming acting, and the extended term of the acting position without accountability. Secondly, the lack of accountability in the appointment process has implications, including the potential for acting regional heads lacking understanding of the region, the presence of acting regional heads driven by political interests, their limited experience and increased vulnerability to political influence, and the risk of unsustainable programs initiated by the previous regional head.
