Introduction. In modern conditions, the health of citizens is one of the main components of ensuring the safety of household activities. The reproductive and demographic potential of a country largely depends on maternal and child mortality rates, which can be reduced by providing highly qualified care at all stages of a woman’s life, especially during pregnancy and childbirth. The creation and implementation of comprehensive voluntary health insurance programs in the healthcare system will help the population of Russia to significantly increase the level and quality of medical services they receive.Goal. Identification of cause-and-effect relationships leading to a deterioration in the level of the healthcare system and an increase in the mortality rate of women during maternity, substantiation of the need to create a combined voluntary health insurance program.Materials and methods. The work uses methods of theoretical analysis, induction, deduction, a logical approach to assessing economic phenomena, and comparison of the indicators being studied.Results and discussion. In the course of analyzing a wide range of economic, statistical and industry sources, the dynamics of the main socio-economic indicators in the Russian Federation were considered. Russian voluntary medical insurance market in the segment of insurance for women during pregnancy and childbirth was analyzed. A model of cause-and-effect relationships of the formation of social threats was compiled and the consequences of a decrease in the level of nutrition and a decrease in the availability of medical care were identified. The proposal to create a comprehensive voluntary health insurance program with the participation of the state, employer and insurer, which will enable low- and middle-income populations to receive high-quality medical care, is justified.Conclusion. Based on the results of the study, we can conclude that the possibility of creating comprehensive insurance programs will reduce the level of maternal and child mortality and reduce the level of morbidity in the country. The research work can serve as the basis for future research and new projects related to women's health insurance in the Russian Federation.
