Demand, funding and Public Prosecution: conflicts related to the early childhood education provision in Araucária
Abstract
This article aims to analyze the access conditions to Early Childhood Education (ECE) in Araucária (Paraná) and the influence that plays on them the acting of the Public Prosecution, a relevant actor in the intensification of the conflicts concerning the expansion of ECE enrolment in the municipality. For this purpose, the context of ECE funding by the municipalities - in general and specifically in Paraná state - will be analyzed along with its limitations. Lastly, the judicial and extrajudicial tools used in Araucária by the Public Prosecution will be analyzed, as well as their effect on the provision patterns, noting that these are fundamentally conditioned by the existing funds.
