In recent years, the large-scale power outages caused by extreme natural disasters have caused considerable economic losses. In this paper, an optimization decision-making method is proposed to allocate emergency power resources in a distribution system ahead of an extreme natural disaster. A resource allocation optimization model is proposed to allocate different resources among microgrids and critical loads in the distribution system. The factors including capacity, rental prices, energy reserves at each stage, and so on are all considered. A heuristic method is proposed to solve the model. By transforming the optimization model into a mixed-integer quadratic program, the resource allocation plan can be obtained efficiently. A case based on the IEEE 123-bus system is performed. The results validate the effectiveness and efficiency of our method.
