The objective of the following essay is determining if the Bilingual intercultural Education Specialty of the Libertador Pedagogic Experimental University EEIB / UPEL of Venezuela is an institution of intercultural practice. Methodologically, it responds to the practice proposed by Mato, Maldonado and Rey (2011). Among the results, it was found: interculturality is perceived, from the functional, as a right, a recognition; from the relational, it is associated to categories such as exchange, contact, among the adjudicated senses, it is counted as an interculturality from the role. The need to question was observed, to transform, to transcend to the visibility of other knowledge, doings and powers. It is concluded that the EEIB / UPEL is not yet a center of intercultural practice, from the facts, it remains as a center of compensatory practices imposed from the verticalisms of the State.
