Premised upon Kant's dictum that his contemporaries lived not in an enlightened age but in an age of Enlightenment and a clear concept of the difference between public freedom and private freedom, this article analyses the reality of the Enlightenment in Spain during Floridablanca's lengthy period in government. Quite apart from the close relations that Jose Monino entertained with respected exponents of Spanish Enlightenment, his reforming zeal and his firm regalist convictions, his determination to control the circulation of ideas and even to promote certain views is a fact that is borne out by numerous of his acts and decisions.
