This article proposes a broad interpretation of the satisfaction of the elements that shape the concept of environmental burdens, a requirement of citizens participation (PAC) in environmental impact statements (DIA), which is consistent with the realization of justice in its participatory variable. To that end, propose a review of the concept of environmental justice and of citizen participation as one of its configurative elements, as well as the concept of social benefits as a prerequisite for the initiation of a PAC procedure in the environmental assessment of projects and activities entered by DIA, considering what administrative and judicial jurisprudence has said about it.
