This article aims to present the process of enforcement of accessibility towards vulnerable populations by deficiency: what policy and what reality in the public space? How communities at all levels can work and implement a territorial accessibility strategy in their areas of competence : what human means which organization which strategy ?To invest the subject and feed this proposed article, several scientists entries were favored. The social approach to accessibility by the report of the benefits of access to information, data and services for everyday life, accessibility as a vector of social cohesion and citizenship ; and finally the structural accessibility, technical dimension that determines the built in its architectural design. Indeed, the mention of the concept of accessibility, in the sense of architectural and environmental quality condition the universal use of the living areas of society and composes of public space. Spatial form and social fact, public structure territories society space, specifically those of an urban society that continues to grow. Specifically the public space is a social environment is polymorphic identities ; an area of mobility and movement for the meeting and the rally. Individuals must cope with complex social situations [Joseph, I., 1990]. Thus, public space can be glimpsed through a double dimension. On the one hand a social dimension into an integral component of social existence [Madanipour, A., 2003]. On the other hand, a material dimension, including streets, squares, parks, and the public places are the main constituents. These are the links that run through the territories of the city and the urban. Beyond this thematic diversity, public space must create the conditions for optimum accessibility for the public opening, the co-presence and therefore its universality. Public space and accessibility of complementarity play where everyone has an inherent right to the other role.However, investigation of these subject areas is particularly complex for territorial managers. The methods of design and management demonstrate a competence network, from national bodies [policy] and other more local [communities], which complicates the action by the policy and the environment for people who practice it. Therefore, our research focuses on a conceptual input, methodological and technical for better reading spaces and a decision support managers. Here we address the accessibility of original and innovative way, where public policy and governance are our core issues. So this article attempts to define our conceptual basis for analyzing the accessibility of public space. The methodology and the tools used are specified later. Finally, we illustrate our discussion with the presentation of expected a current research program in partnership with the General Council of Val de Marne [94] results.
