SUBSTANTIATION OF A THREE-LEVEL MANAGEMENT SYSTEM FOR DIVERSIFICATION OF THE MILITARY-INDUSTRIAL COMPLEX FROM A THEORETICAL AND PRACTICAL POINT OF VIEW

Abstract

Background. The diversification management system of the militaryindustrial complex does not yet have sufficient scientific, organizational and legal design. A three-level management system for diversification of the military-industrial complex is proposed, its theoretical and practical substantiation is carried out. Methods. The research is based on the methods of systemic and institutional analysis. The choice of a three-level control system is justified by the structure of the military-industrial complex. A boundary condition has been introduced for the release of civilian products by defense enterprises – the guaranteed fulfillment of the main defense function (state defense order). Results and conclusions. A general theoretical model of the control system has been built. An empirical analysis of the existing management system is carried out using the example of the nuclear industry. Highlighted the existing and missing elements of the control system; substantiated proposals to improve its efficiency in terms of the production of civilian products, the development of the territories of presence, the formation of a state diversification strategy. State corporations have been identified as the main actor in diversification. The fundamental difference between the proposed approach is that diversification is not opposed to the fulfillment of the state defense order, but is a guarantee of its fulfillment, as well as an incentive for the development of science and a comfortable living environment in the cities where defense enterprises are present.
