L’EXODE DES CERVEAUX AFRICAINS ET LE DEFI DU DEVELOPPEMENT : LA MARCHE A REBOURS
Abstract
It’s become widely known that African continent is continuously exporting not only natural wealth of all sorts but also its brains. While rich countries can make for the loss of human resources in the field of health services thanks to their selected migration policies which stand on attracting qualified migrant from underdeveloped countries. South pour countries can 2 hardly reset the balance of this permanent loss. Development remains a meaningless expression in third world countries, and endless story of further hope. This essay tries to provide answers to four questions: who escapes? Why do they do? Where to? What are the consequences of this escape? The present essay tries on the one hand to shed light on chosen immigration; on the other hand it will undermine the bases of the alleged concept of “co-development”.
