Taxation and lack of legitimacy in Colombia Tributación y falta de legitimidad en Colombia
Abstract
This paper attempts to establish the links between tax administration and lack of legitimacy in the context of the socio-cultural evolution of Colombia. It tries to demonstrate that the great ethical confusions of the nation transmigrate to the inside of the tax administration and determine its evolution. The practices of tax evasion and elusion, administrative corruption, and contraband constitute the major obstacles to tributary modernization. The policy strategies which would tend to eradicate these evils don't find an effective voice in the<br />dominion of social integration; thus, the synthesis tends to come by way of fraud and not through the internalization of the law.El presente trabajo intenta establecer los nexos entre administración tributaria y falta de legitimidad en el contexto de la evolución socio-cultural de Colombia. Se intenta mostrar que los grandes desarreglos éticos de la nación transmigran al interior de la administración tributaria y determinan su evolución. Las prácticas de evasión y elusión de impuestos, corrupción administrativa y contrabando constituyen las principales trabas de la modernización tributaria. Las estrategias de política tendientes a erradicar estos males no encuentran interlocutor efectivo en el domino de integración social; así, la sintesis tiende a darse por vía del fraude y no por la interiorización de la ley.
