Marine Environmental Regulatory Intensity, Healthy Human Capital and Marine Economic Growth

Aging population and marine environmental pollution have become important factors affecting marine economic growth. This paper constructs a mathematical model based on intergenerational alternation model and Cobb-Douglas production function, and integrates healthy human capital into the model to systematically analyze the mechanism of marine environmental regulation intensity affecting marine economic growth. On this basis, panel data of 11 coastal provinces and cities from 2007 to 2019 were selected for empirical analysis. The effect of market incentive marine environmental regulation intensity on marine economic growth was obviously weaker than that of command and control marine environmental regulation intensity. There is an inverted U-shape between the intensity of marine environmental regulation and the growth of marine economy. The enhancement of marine environmental regulation intensity has a positive effect on the accumulation of healthy human capital, and their interaction further promotes the growth of marine economy. Therefore, the government should adopt dynamic strategy of marine environmental regulation intensity to improve the health security system and exert the effect of health human capital, improve the marine environmental governance system, stimulate the vitality of the marine environmental regulation market, so as to maintain the marine economic growth and the marine environment win-win.
