Comparative analysis of civil service culture in ukraine and the European Union

The author has researched that, to date, the culture of public service in our country is an important aspect of the country's development, which affects the efficiency and quality of public administration. In this regard, a comparative analysis of the civil service culture in Ukraine and the European Union is an urgent task, which will allow to determine the strengths and weaknesses of the civil service in Ukraine and find ways for its further development. It is emphasized that the culture of civil service in Ukraine and the European Union differs in many parameters, such as the system of recruitment and employment, organizational structure, work ethics of civil servants and the system of control over their activities. For example, in the European Union, civil servants are selected on a competitive basis for a position with the fulfillment of requirements for education, work experience and professional training. In Ukraine, recruitment is carried out through exams and contests, but mostly candidates are selected for their power connections, not for their professional qualities. It was found that the civil service in the European Union very actively implements the latest technologies, which is one of the main features of the civil service culture of the European Union is the active use of the latest technologies. For example, the EU Login online platform allows you to use one identification key to access different EU websites. Also, the European External Action Service uses an electronic system that allows you to manage documents, store them in digital form and distribute access to them among different users. It was determined that a comparative analysis of the civil service culture in Ukraine and the European Union shows a difference in approaches and practices in the work of civil servants. The European Union considers professional training and innovations in the work of civil servants to be key factors for ensuring effective civil service and the development of the country. Ukraine, for its part, has the potential to improve the culture of the civil service, introduce the latest technologies and ensure digital security, which will increase the efficiency of the civil service and ensure the country's development.
