This article looks at the emergence of a new concept of State, within a network, which comes up to adapt to a new market context characterized by the information era; by the globalization of technology, economy, communication, internet and other aspects of the global society. The trend is characterized by the partnerships and internal overlaps within the State, both at governmental levels (vertical), and within the spheres of that level (horizontal), as well as other civil society actors (associations, companies, NGOs and others), as new relations implying a more flexible, decentralized, consolidated and connected State emerges, coexisting with the participation of several actors. In this context, Brazil undertook an administrative reform, especially through the enactment of a new Federal Constitution in 1988, and later through the Reform of the State in 1995, complemented by the Fiscal Responsi - bility Act in 2000. In 1995, with the election of Fernando Henrique Cardoso (FHC), the Ministry of Federal Administration and State Reform (Mare) develop a new policy for State organization, based on decentralization. The changes signal the implementation of a more systemic government in Brazil, in operation through multi-level programs and governmental spheres; a clear example of that is the Sistema Único de Saúde (Unified Health System) – SUS.
