The paper discusses the process of reform of the public teaching career in the framework of the democratic transition after the fall of the Fujimori regime at the end of 2000. In this scenario, the "teaching problem" was placed in the public debate, confronting it with the new axis of understanding the problem of public education focused on quality. The reform radically changed the mechanisms of entry and promotion in the career, installing the idea of merit and periodic evaluation. An analysis of journalistic notes was carried out in the period July 2000-December 2001 and official documents as well as interviews with union leaders, former advisers, representatives of business organizations and specialists.
