International practice of the public services nongovernment monitoring

The operational definitions were suggested, highlights the nature and content of the main classical tools of nongovernment monitoring recommended by the World Alliance of Public Participation CIVICUS were highlighted: Stakeholder Surveys, Citizen Report Cards, Community Score Cards, Community Monitoring & Evaluation, Social Audits. The first three tools are specific quantitative research methods that have been widely tested in various countries. The fourth and fifth are approaches that involve the use of complex methods and techniques (including three previous methods) and are aimed at building the capacity of the public to participate in policy and standards of public services and further involvement in the functions of monitoring implementation of policies, programs, projects and the provision of certain public services. The comparative analyses of their potential benefits and possible risks have been carried out.
