Administrative-territorial reform: Polish experience and achievement in Ukraine

The article outlines the main directions and results of the Polish experience of the administrative- territorial reform in the context of Euro-integration policy of the neighboring state. The basis for the transformation of local authorities and territorial structure of Poland was based on the French model and its own historical experience. The experts of the Council of Europe has recognized that Poland was considered a model of administrative change in Central and Eastern Europe. Conducting administrative-territorial reform has covered all areas of society, ranging from legal (securing changes in law), to administrative and social (coordination of population changes and bring the results of reform to citizens). As a result was created a new type of state, what serves the citizens. A thorough study of the Polish experience and its adaptation to Ukrainian realities can be the key to success in the administrative-territorial reform. Authors have identified the main developments in Ukraine on the way of reform of local government, particularly in relation to management levels (community, poviat, region) and their powers. A more thorough study require the study of social aspects of domestic reform and development of measures to overcome the resistance to change among the population.
