Theoretical Logic and Measures for Assessment of National Ownership Entrustment and Agency of Marine Resource Assets

Abstract

In order to ensure the effectiveness of the implementation of the principal-agent mechanism of national ownership of marine resource assets, it is necessary to assess the results. This paper discusses the theoretical logic of assessment, and on the basis of the analysis of the current situation, puts forward countermeasures and suggestions for doing a good job in related work. The research results show that the implementation of assessment involves such key elements as content, implementation subject, evaluation method and application of results; at the same time, the assessment work should be improved from the aspects of comprehensively implementing the asset management of marine resources, deepening the reform of the system and mechanism of integrated marine management, building a complete assessment system, improving the supervision and inspection system of leading cadres, encouraging social participation, and establishing a database of marine resources and assets.
