Oleksandr Kotsiur was born in 1980 in Letychiv, a village in the Khmelnytsky region. Kotsiur, who received his education at the Pontifical Lateran University (Gorodok branch, Khmelnitsky region), is a Roman Catholic priest who was ordained in 2005 and currently serves at the Church of St. Anne (Bar, Vinnitsa region). As a military chaplain, he worked with soldiers from the 93rd Cold Yar Independent Mechanized Brigade, the 128th Independent Mountain Assault Brigade in Transcarpathia, the Donbas Volunteer Battalion, and the 1st Battalion of the National Guard of Ukraine named after Serhiy Kulchytsky.
