Improving the management of public spending on social support for families with children in the context of ensuring the strategic development of the Russian Federation

The study relevance is due to the fact that in the conditions of a decrease in the birth rate of the population by 28% (for the period 2014–2021) and serious budget constraints (with a planned deficit of the federal budget for 2023 in the amount of 2.93 trillion rubles) it is necessary to achieve the national development goals of the Russian Federation for the period up to 2030. The study purpose is to develop a reasonable list of recommendations for improving the management of public spending on social support for families with children in context of ensuring strategic development of the Russian Federation, considering modern socio-economic realities. To achieve this goal, it is necessary to solve the following tasks: to analyze the existing practice of social support for families with children; to show its importance for ensuring the strategic development of the Russian Federation; to formulate proposals for modernizing management of public spending on social support for families with children, taking into account the current socio-economic situation. The research methods are based on the analysis and synthesis of numerical data, as well as textual information. Promising areas of research are issues related to assessment of the implementation impact of budgetary policy in field of social support for families with children on labor market and pension system (and vice versa). According to the results of the study, it is concluded that ensuring the strategic development of the Russian Federation requires solving the problems of population reproduction through the development of social support measures for families with children that do not form an increase in the expenditure obligations of the Russian Federation. The author’s proposals can be used in the practical activities of the Ministry of Finance of the Russian Federation, the Ministry of Labor of the Russian Federation.
