The issue of shared surface water is one of the old issues that have an impact on relations between states, as these shared water resources are considered one of the most important factors that caused tensions between states, which developed into conflicts and armed conflicts. Today, as a result of the causes of global environmental change, some organizations specialized in water resources have warned of the danger of drought, due to the decline in the level of water resources as a result of climate changes, which threaten not only extinction, but even human life. That is why this paper attempts to study the impact of shared water resources on relations between countries, and to shed light on international attempts to put in place regulatory laws that limit the conflict around them. It also attempts to present the conflict between Egypt and Ethiopia as an example.
