AS REFORMAS DA PREVIDÊNCIA DE FHC E LULA E O SISTEMA BRASILEIRO DE PROTEÇÃO SOCIAL
Abstract
This article presents the major changes in the Brazilian social security system through the reforms promoted by Fernando Henrique Cardoso’s and Luiz Inácio Lula da Silva’s governments. It also identifies the context of reforms and the main arguments presented in their defense. On this basis, it analyzes the importance of reforms to the Brazilian social protection system, showing that it presents a retreat from the social security model defined in the 1988 Constitution and that it reinforces the trend of considering private pension plans. It finally defends the need for another social security reform.
